Hi, So, of course, it is a known problem in the legitimate side of the lead engagement call centre, survey, etc. business that ANIs get flagged as "telemarketer" pretty quickly and start showing up that way on people's phones. Your normative viewpoint on that may vary depending on what you think of lead gen calls, but regardless, a reasonable person would differentiate between: (1) Legitimate outbound dialing operations that are following up with leads who provided their phone number and agreed to be called (at least, as a matter of clicking "accept" on _something_), or for some other legitimate mass-dialing purpose, and who actually own the DID inventory from which they present local-market ANIs and can in fact be reached on those numbers; (2) Illegal spammers who use fake ANIs and call people who did not in any way consent to being called by them. I am trying to learn a bit more about how this is done and what a legitimate, above-board business can do about it. Ignoring the factor of third-party call-screening apps (which most people with a mobile don't use), where is this generally implemented? As I understand it, T-Mobile do it on the network level. I have T-Mobile myself, and probably 2/3rds of unfamiliar numbers, including quite legitimate ones, show up as "Scam Likely" ? I know that's come up on the list before. AT&T displays "Telemarketer"; do they do it that way too, or do they use a Google Android feature for that which they enable as part of their carrier defaults for carrier-issued phones? What about other carriers and Android? As far as I know, Apple don't do anything like this. Do people with iPhones just not receive this "service"? How does that work? Asking where the central, or the most influential authority lies and who provides it goes to the heart of the real question, which is: what can a legitimate business do if their number has been blacklisted this way? As I understand it, the maintainers of these lists, along with the criteria for getting on them, are elusive and inscrutable, and there's really no recourse and no appeals process. I furthermore understand that this has led to the widespread approach of rotating ANIs, but that's a losing battle; they get flagged too. I imagine it won't be long before the criteria for "Scam Likely" are just "number appears to call lots of numbers in this rate centre and otherwise hasn't been around very long". But this is all just conjecture on my part; I really don't know much about how my carrier, anyone's carrier, or some BigCo that's behind my mobile OS decides that a call is a "telemarketer" or "scam" call. Connecting to Remote Tandems

I'm evaluating methods of extending our footprint. I purposely left out company names. One of the companies we talked to was really only interested in getting us the inbound long distance calls, not the local ones. Well, they would, but the terms were vastly different. Given that I still need to build out to connect to the local tandem, what's the point in using a third party to connect to long distance? Are the terms for connecting to the local tandems different because the access tandem is simpler, whereas the local tandem could potentially involve connections to a bunch of other switches, once volume dictated I needed direct connections... and they don't want to deal with that? Are there third parties that don't have vastly different terms for local tandem services? Also, is it likely that I just don't understand what's going on? Trouble calling 8xx numbers

Is anybody else having issues calling 8xx destinations with Inteliquent since last night? This is mostly being reported as credit card machines and ATMs not working. Other than acknowledging my ticket, Inteliquent has been unresponsive (I'll have to start working their escalation list soon...sigh). Paul, this is in reply to your question posted on July 24th: Currently there are 34 active STI-GA SHAKEN participants authorized to exchange SHAKEN tokens in the U.S. While Canada and the UK are working on SHAKEN, to my knowledge there are no PA's or CA's to operate and approve new applicants in those countries. T-Mobile, Comcast, Verizon, and AT&T were the first four carriers to adopt SHAKEN and are still temporarily using self-signed certificates (not official PA authored certificates that Transnexus and the rest of the U.S. uses). This is due to FCC expectations of having a SHAKEN platform in production at the beginning of the year and there not being a PA (Policy Administrator), nor any CA's (Certificate Authorities) at that time. Self-signing certificates were the only means of operating the SHAKEN platform in the FCC timeframe. We, as out-of-band (OOB) operators do not have the ability to exchange certs. (certificates) with the self-signers today. It goes without saying that these networks are huge and not easily converted. T-Mobile and Comcast are in the process of converting to official PA authored certificates, they are expected to be on-line in the coming month. Both AT&T and Verizon are in the engineering stages and planning to convert in the future. I reside on a board seat of the national STI-GA governance board as an NTCA representative, and have asked the self-signers to begin publishing their self-signing root addresses so every can exchange tokens in the interim regardless of whether or not they are official PA authored certs. I anticipate self-signing certs going away, and likely within the coming months. In summary, we, as out-of-band (OOB) operators, do not have the ability to exchange certs. with the self-signers today, hopefully they will agree to publish their root certificate addresses soon. I want to prequalify this next statement by congratulating any TDM provider that is adopting OOB or some sort of TDM SHAKEN technology. You're doing the right thing, because TDM isn't going away anytime soon. And all Americans deserve the right to have their calls officially authenticated and verified just like any iP network provider's calls. OOB and other technologies for use on TDM calls for SHAKEN are in the infant stages and are just now being discussed and considered for permanent TDM standards. The body that is adopting new TDM standards is the PTSC Non-IP Call Authentication Task Force, led by ATIS. Anyone is welcome to become a member of the task force. There is a nominal $250 fee for organizations that are not already an ATIS member. If you want more information on how to join the committee, I'd be glad to help. Belonging to the committee is one of many ways to comply with the FCC's mandate for TDM providers to adopt SHAKEN. As to the original question of who to test OOB with, Transnexus to Transnexus will allow for both authentication and verification testing; or Transnexus to Netnumber or Neustar. These would be OOB to OOB calls. Regarding OOB to IP, or the reverse..it's my understanding that OOB to in-band will only work one way today. OOB can authenticate a PA certificate that in-band can receive. HTTP Post software or a Call Placement Service (CPS) is required for an IP provider to post a token to an OOB provider. With that being said, Wabash is a Transnexus customer and would be more than happy to test OOB SHAKEN with any provider desiring to do so. Let me know and I'll get you in touch with our engineers. Lastly, I'd like to add that Wabash originally implemented OOB SHAKEN into a C-15 with no CapEx, just existing translations modifications. After running the Transnexus/ClearIP platform for a while, we decided to upgrade our SBC to a cloud solution for under $100 a month, but to date that is our only capital expense to be OOB SHAKEN enabled. So, don't let your switch vendor insist that you break-the-bank to operate OOB. Can carriers still refuse port-outs if an account is being closed?

We've had issues in the long past where ILECs in particular would refuse a port-out for "pending orders" if they had received a 30 day notice of cancellation. This basically would help get them an extra month of revenue. We have a customer whose service renews in a few days for another year, if they don't cancel. If we enter a port order today, and they give a 30 day notice tomorrow, could that port be blocked?

Much of the older gear is not user-programmable to accommodate such changes or manufacturer-discontinued. 988 is also a valid prefix in hundreds of NPAs, causing a conflict in areas with 7-digit dialing. And now that we have started down the slippery slope, you can expect poison control, ASPCA, stop smoking, gambling addiction, abducted children, AA, Planned Parenthood, etc. to all lobby for their own 3-digit codes.
