As long as you are not including emails or URLs, use a Toll Free number. For daily/weekly/monthly limits of 500/1000/2000 SMS, no registration is required by most carriers. So, there's a business opportunity here for an SMS provider who 1) offers a relatively straightforward REST API to send SMS and 2) will take care of the A2P campaign garbage aspect.
I'd love if someone took that up.
