All of them can do that over their data network, so I'm not sure what you're asking for. Any smartphone can have a softphone client loaded and use SIP over the data network. If you're asking for a cell company that specifically supports that, forget it. They know this is the future, and what will turn them into a dumb pipe. They don't want that, but it's the best for all of us.
