
Whenever we turned up a new NXX in a CLEC and the issue was with a Tier 1 wireline or wireless carrier we found it most effective to get an employee who had a mobile number with them to open a ticket or to ask the calling customer to open a ticket. But perhaps that was expedient for us only because we didn't have direct numbers to their translation departments.
