Are the inbound trunks in question *not* provisioned to provide realtime ANI? Since they are INWATS, it's always been the protocol that you're entitled to that since you're paying for the call; ANI, of course, is (nearly) always supplied by datafill on the originating class-5 or class-4, making it more useful for such traces.
