Some providers are pretty shady; they're simply limiting the number of calls to the troublesome NPAs instead of trying to charge their customers for the calls. Interestingly enough, of all the carrier rate sheets I've seen, I can't recall one of them that had pricing that reflected the arbitrage NPAs.
