Yep, though the ILEC will rape you on EELs dragged in from another wire centre that you're not in. At least when you buy wholesale ILEC transport, you take the pain up front, instead of eating the expense of going into a blacklisted CO where you don't get real UNE pricing and getting eaten alive on EELs.
