In general, yes. So the question is, how do legitimate numbers get removed and who decides what is legitimate or not (or is Google the judge, jury and executioner all at once). I can see them getting in legal trouble by not providing a mechanism to remedy/correct issues. Several frustrated customers (or deadbeats) could flag a legitimate number and cause significant financial loss.
