In our experience, FAXing via T.38 over IP works fairly reliably, as long as V.34 (aka Super-G3) is disabled on the FAX machine connected to the VoIP adapter/gateway. We use Cisco/Linksys adapters, so I can't speak for other brands, perhaps there are some out there that don't have a problem with Super-G3 FAX machines, but the Cisco/Linksys ATAs are extremely unreliable if V.34 is supported and/or enabled on the FAX machine connected to the ATA. I'd definitely like to hear if anyone else has experience with other T.38 capable ATAs that work reliably with Super-G3 FAX machines? Gabe Sorensen, Marty wrote:
Weve had some good luck with fax machines (newer models) that state that they are voip compatible. The model was a Lexmark X5650...I believe it was under $200. We also used a Quintum ATA instead of the crappy Cisco ones.

This isn't a great work around because it's almost impossible to tell your customers "Oh just have the other side turn off ECM on their fax machine and force the transmit speed to the lowest possible setting". If they even understand what that means, which they won't, they probably don't have access/permissions to make the settings change on the machine.
Every time I have fax issues with a customer I am tempted to tell them just how well Email works over IP :). I know, faxes are legal documents and emails are not (in GA anyway), but that just doesn't make any sense to me logically.

Disable ECM on Cisco gear (AS5400 and the exit gateway of PGW). You can disable ECM on the fax machine also.
