Google has built a rating system into Android devices. It shows "likely spam" or something similar. In addition to blocking the number you can now report it as spam (much like emails received via Gmail). Not sure if they are building their own database from scratch or using one of the two below. I am also not sure how effective CLI blocking will be in terms of reducing unwanted calls. The originator can easily change the caller number on each dial. The only thing I see working is carriers penalizing the originating party/carrier by deactivating services on complaints-driven basis.
