Is this all destinations or just this one? I recommend taking a packet capture as close to your upstream provider as you can and opening a ticket with them. Do you have any idea what the destination fax machine is and whether it has ECM enabled? Do you have ECM enabled? There are certain faxes that won't work with FOIP. An example of this is the Brother Intellifax 4100e. My company purchased this particular machine with the hopes of getting it to work for one of our customers. Our success was very limited. I don't mean to bash Brother. They have other machines that we use with no problems. There is just something about this particular machine. It might also help to disable SuperG3 on the machine sending out the fax. What you really need is a packet capture of the SIP conversation that is happening between the entity throwing that error and whatever it is INVITEing. So if Zoiper is displaying that message, make a capture of the signalling between Zoiper and Freeswitch. It will certainly supply you with some clues about what is going on...
