+1 368 997 Exchange shows as "Assigned" but not "In Service" (Canada)

Customer says "I cannot call +1 368 997 xxxx" Indeed, 5 termination carriers all reject the call. CNA Reports that 368-997 is "Assigned" to TELUS but not "In Service" as of 2022-12-06: https://cnac.ca/data/COCodeStatus_NPA368.htm (filter by Exchange Area of "Calgary") It would seem that the carrier's rejection of the call is reasonable and sound, since the NXX is NOT "In Service." Who screwed up here? A) TELUS by not notifying CNA it was issuing 368-997 numbers to real customers B) Terminating Carriers by not adding "Assigned" NPA-NXX to their decks C) Yer mom D) Someone else And how does one influence the situation's repair? E.g. Termination cannot happen until the CNA updates the NXX Status, and only TELUS can update the NXX Status since it is assigned to them, so only TELUS can fix this, and if it is TELUS, who knows who in TELUS can get this fixed and how quickly? At least one of the carriers figured out what the issue was and sent us an updated termination rate deck. The other 4 are still "trying to figure out" why calls are being rejected. Argh, telecommunications! Beckman On Wed, 7 Dec 2022, Peter Beckman via VoiceOps wrote:
