This is what is happening on the ONT: APP > VoIP Settings > Supplementary Service I will save the ONT with Calling Line Identification Display (1) as the preferred choice. When the device loses power or reboots, it will deselect Calling Line Identification Display (1) and select Calling Line identification Restriction. I think is doing the equivalent of a *69 as it just unknown for the caller id name and number when calling outbound.
