If Metaswitch doesn't have configurable options for milliwatt and silent termination, an Asterisk or similar box can easily do so. This is very lightweight and can run on a Raspberry Pi if needed. The milliwatt is used to test for line loss and level and silent termination for hybrid balance. In the Metaswitch explorer interface.. drill down in the CFS until you get to "Test Call Services". I see test line 100 and 102 which is what I think you want. I just recently found out we're using 311 for what Metaswitch calls "ANI Test Service". Clearly (https://nationalnanpa.com/number_resource_info/n11_codes.html) that's not appropriate. Some of our local Frontier techs are using 800-444-4444 from MCI.
