CABS\Intercarrier Compensation Billing

We used to bill CABS through Mid American Computer corp. They would eat up our CDRs and the data feed from the Verizon tandem. Generate CABS invoice and mail to the carrier. Is inter-carrier compensation is something we'd be billing the tandem operator or each company sending us calls?
Note: I'm primarily a data\SIP guy, but I've been thrown into telco hell.
