Best way to approach a cyber stalker who originates messages from voip providers
I'd defer to the responding officers, but I'd think a couple officers at each door in full battle rattle, with arrest warrant in hand.

File a complaint at https://www.inteliquent.com/legal/unwanted-calls Call their NOC and immediately follow up. https://www.inteliquent.com/support Report it to local authorities also and see if they need help talking to Inteliquent to investigate further.
