Most Favorable ICA for AT&T in California

Anyone have any suggestions regarding which existing ICA might be the most favorable in terms of collocation in AT&T wire centers? Also, an idea of how the TRRO affects UNE dark fiber availability (same market)? ~SP

Dry Fiber was removed from all AT&T Tariffs. Not possible to get it. Inter-Office fiber is available sometimes if you can figure out where it is, but it is challenging. The Bells in particular have argued against making dark fiber eligible for E-Rate discounts, noting various objections.
