When I left the SMS industry 5 years ago, short codes used to have to be provisioned and negotiated by every network the short code owner wanted to reach. So most short code owners just have their SMS aggregators only go after the mobile networks. DIDs. Unfortunately, none of our vendors can receive messages from short codes. I also checked Twilio and a couple other folks that specialize in SMS and their FAQ's say they can't do it either. Is there anybody out there that offers the ability to receive messages from short codes on their DIDs?
