Call forwarding isn't my primary area of expertise, but do you have separate local and long distance trunks? Are you handling the forwarding within your own PBX or is it getting pushed back to one of your carriers? If you're doing it yourself then there might be a setting disallowing forwarding across the local and long distance trunks (if they're separate). In the first example the forwarding is local. In the second example the forwarding could be local or long distance (depending on your dialplan, though I'm assuming based on your description that it's long distance). What does your setup look like? Cisco phones to a gateway? IP Phones to VoIP provider? PBX with PRI's? PBX w/ PRI's provided via SIP trunking? Is it broke for everyone or just that user? I don't know a whole lot about VoIP yet and I didn't configure this particular site so I need to gather all the information. I know they are using Cisco IP Phone. They are are using CUE integrated into a 2800; PRI circuit to AT&T. I will get more details soon. I know VoIP very well, so I hope I can help you out. The first thing I would try is to set the forward on the phone without a 9 in front of the destination number. It would also be nice to know what Model of Cisco is being used. You could also try running a debug on the 2800 VGW to see if the call is even getting there.
