Anyone seeing L3 TF trouble?

We're having difficulties terminating toll-free calls to CICs 5102 and 0444 starting earlier today. We terminate direct via tandem. All other CICs seem totally fine, just Level 3 and legacy WilTel having issues. Calls are flat-out rejected or completing with super high PDD off-tandem. I haven't seen anything on their internal network events, and based on their troubles earlier this week I figured I'd poke around the list.

Update to my L3 ticket: "Contact method: EMAIL & PORTAL Client contacted: NOC Update provided: Client reported experiencing Dead air on TF calls routing over the Dallas NBS. Next action: Level3 IP found SONUS INVITES were not reaching the clients. This issue has been cleared at this time. Approximate time frame of occurrence 15:50-17:16 GMT. Level3 Engineers are currently investigating why the traffic was not offered to the client's network. We will provide additional information as we receive it. SIP HD Peering with Wireless Carriers

As you know most all the wireless cellular carriers are deploying HD voice with VoLTE. Most of these carriers, like Verizon Wireless, have a wholesale wireline division that sells wholesale SIP minutes. Are these carriers going to enable HD G722 SIP peering to their wireless counterparts networks? That way an office worker, talking on a HD capable handset, like a Polycom, could talk in HD to a wireless cell phone user with a HD capable VoLTE smartphone. What is needed to make this happen? Are any of the big 4 carriers already doing this?

Where is a good place to look to see who can port a 217/234 number for us and provide that call to us via SIP? Can anyone on this list provide that service? That is out of our exchange and we have a customer asking if we can provide SIP trunks for them. What I'd like is the end user customer to deal with us, we have another company port the number, SIP us the calls where we'll take care of it from there. Also, we'd like to be able to terminate calls to those areas free of charge, but that isn't a necessity. We have two other exchanges in the same rate center that I need to look at as well.
